Texas Travel Industry Recovery Grant Program
Texas Travel Industry Recovery Grant Program (TTIR) was established by Senate Bill 8 during the 87th Legislature, Third Special Session, to administer $180 million of funds received from the Coronavirus State Fiscal Recovery Fund, which was established under the American Rescue Plan Act of 2021. The purpose of TTIR is to provide grants for the recovery of Texas businesses in the tourism, travel, and hospitality industry that were negatively impacted due to COVID-19.
TTIR will support the Texas tourism, travel, and hospitality industry by making grant funds available to businesses negatively impacted by COVID-19 in order to improve safety, customer service, and hospitality within their operations and further encourage travel and tourism industry recovery.
TTIR will issue a one-time payment capped at $20,000 to eligible Texas businesses that experienced an economic loss due to COVID-19.
A grant will be available to eligible businesses in the following industries: Arts, Entertainment, and Recreation, Accommodation and Meetings, and Food Services and Drinking Places (NAICS codes 71 , 722 , 7211 , 7212 , 5615 , 561920 , 312120 , 312130 , 312140 ).

BUILD BACK BETTER REGIONAL CHALLENGE
The Build Back Better Regional Challenge is designed to assist communities nationwide in their efforts to build back better by accelerating the economic recovery from the coronavirus pandemic and building local economies that will be resilient to future economic shocks.
The $1 billion Build Back Better Regional Challenge will provide a transformational investment to 20-30 regions across the country that want to revitalize their economies. These regions will have the opportunity to grow new regional industry clusters or scale existing ones through planning, infrastructure, innovation and entrepreneurship, workforce development, access to capital, and more.
REQUEST FOR PROPOSALS (RFP) FOR GRANT APPLICATION AND ADMINISTRATIVE SERVICES FOR WESLACO MID VALLEY INDUSTRIAL PARK EXPANSION
Attached is a copy of the Economic Development Corporation of Weslaco Request for Proposals (RFP) for grant application and administrative services. These services are being solicited to assist the EDCW in preparing its application and administration of a contract.
Respondents may submit proposals for any or all activities. Multiple contracts may be awarded as a result of this solicitation. The EDCW will, in its sole discretion, determine the number of contracts awarded, and may decide not to award any contracts.
The submission requirements for this proposal are also included on the attached RFP. Respondents should have experience with federal and state funded grant programs. Please submit a sealed proposal of services and statement of qualifications to:
Shuttered Venue Operators Grant
The Shuttered Venue Operators Grant (SVOG) program was established by the Economic Aid to Hard-Hit Small Businesses, Nonprofits, and Venues Act, and amended by the American Rescue Plan Act. The program includes over $16 billion in grants to shuttered venues, to be administered by SBA’s Office of Disaster Assistance.
Eligible applicants may qualify for grants equal to 45% of their gross earned revenue, with the maximum amount available for a single grant award of $10 million. $2 billion is reserved for eligible applications with up to 50 full-time employees.

Position Summary
Provides the ultimate administrative and management function of the EDC. Areas of primary focus include design and implementation of the strategic plan; formation, approval, and management of the annual budget; interacts with the Board, City Commission, and Chamber of Commerce within the boundaries of the EDC and the public. Serves at the discretion of the EDC Board of Directors. By the time of appointment, the candidate will need to reside within the boundaries of the City of Weslaco.

TWC Funds to Provide Statewide Skills Enhancement for Unemployment Benefit Recipients
AUSTIN – The Texas Workforce Commission (TWC) has allocated funds to offer rapid skills enhancement opportunities to eligible workers in Texas. This new program includes all individuals receiving Unemployment Insurance (UI) benefits during COVID-19 and will provide access to virtual skills enhancement opportunities.
Texas has a historic number of UI beneficiaries as a result of COVID-19, which has resulted in an increased need for a range of services to support Texas businesses and workers, including the need to enhance the skills of unemployed Texans so they can prepare to reconnect to the workforce in valuable opportunities made available by Texas employers.

Freeport Exemption
The Freeport Exemption is a business personal property tax exemption on inventory "Goods in Transit," that is in Texas for a short period of time (175 days) and will be transported outside of the State of Texas. In 1989, Texas voters approved a constitutional amendment to exempt these "Freeport Goods" from property taxes. This valuable exemption is part of a larger effort to attract companies that qualify for Freeport Exemptions to the State of Texas by offering them a tax break.
The City of Weslaco offers a "Double Freeport," and qualifying businesses in Weslaco must apply.

The Economic Development Corporation of Weslaco begins 2020 with a revamped board under new leadership and with two new members.
"The new board members join a Weslaco EDC that saw strong performance in 2019. The EDC was instrumental in bringing the Kapal Cabinet House to Weslaco in filling a new 80,000-square-foot facility that makes turn-key cabinets that serve hotels throughout the United States. The Weslaco EDC also worked closely with Commodities Integrated Logistics, (CiL), in fast tracking the permitting process in building and opening over 280,000 square feet of warehousing in the distribution of American-grown cotton to Mexico and around the world."
